Can a company refuse to provide me a good or a service because I do not want to give personal information?
No. If you have reason to believe that someone refused to provide you with a product or a service because you did not want to provide personal information that was not necessary to reveal, you can send a written complaint to the Analysis and Evaluation Division of the Commission d’accès à l’information du Québec.

Make sure to include all relevant supporting documentation with your letter.
